This results from an incarceration rate of 714 per 100,000 population.

England & Wales show 142 per 100,000.
Northern Ireland goes at 72 per 100,000.
Their rates for crime are fractions of the U.S.

So, here is a medical approach to drugs.
"Wino" the druggie. Right side, the heroin addict.

We could do this for a 1,000,000 people in America.
